Federal Programs represent a number of federally funded grant programs received by the Warren County School District. The current list of Federal grants is shown below.

Elementary and Secondary School Emergency Relief (ESSER) Grants

Federal ESSER funding was provided to help schools respond to the COVID-19 pandemic. Funding was provided in three rounds:  the Coronavirus Aid, Relief, and Economic Security (CARES) Act, the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSA Act), and the American Rescue Plan (ARP) Act. Governor's Emergency Education Relief (GEER) Fund Grants

The Coronavirus Aid, Relief, and Economic Security (CARES) Act authorized Governor Wolf to determine the educational use of Governor's Emergency Education Relief (GEER) Funds. Funding allocations were distributed to support preschool and early intervention, postsecondary institutions, and adult basic education providers, career and technical education centers (CTCs), students with special needs, historically underserved students, high-speed internet connection, and continuing education and equity grants. Title I, Part A

A 100% federally funded supplemental education program providing financial assistance to local educational agencies to improve educational opportunities for educationally deprived children. Title I programs are designed to help children meet the state content and performance standards in reading, language arts, and mathematics. In buildings with 40% or more poverty, LEAs may use the funds to upgrade the entire curriculum of the school and are Schoolwide Programs. In buildings with less than 40% poverty, programs are designed to help specific children and are targeted assisted programs. LEAs and schools are subject to consequences of school choice and supplemental education services if they do not meet adequate yearly progress as determined by the SEA.

Title II, Part A

A 100% federally funded supplemental educational program providing financial assistance to improve the skills of teachers and the quality of instruction in core academic subjects in public and private elementary and secondary schools.

Title IV

A 100% federally funded supplemental education program providing financial assistance in a variety of approved areas, including:

• Activities to support well-rounded educational opportunities

• Science, technology, engineering, and mathematics (STEM) programming

• Music and arts

• Foreign language instruction

• Accelerated learning programs

• High school re-design with dual enrollment and early college high schools

• Civics instruction

• College and career counseling

• Social-emotional learning

• Environmental education

• Activities to support safe and healthy students

• Safe and supportive learning environments

• Student physical and mental health

• Activities to support the effective use of technology

• Discover adapt and share high-quality resources

• Implement blended learning strategies

• Implement school- and district-wide approaches to inform instruction, support teacher collaboration, and personalize learning

Carl D. Perkins Career and Technical Education Grant

• Federal funding to develop more fully the academic and career and technical skills of secondary education students and postsecondary education students who elect to enroll in career and technical education programs by:

  • Building on the efforts of states and localities to develop challenging academic and technical standards and to assist students in meeting such standards, including preparation for high skill, high wage, or high demand occupations in current or emerging professions;

  • Promoting the development of services and activities that integrate rigorous and challenging academic and career and technical instruction, and that link secondary education and postsecondary education for participating career and technical education students;

  • Providing technical assistance that promotes leadership, initial preparation, and professional development at the state and local levels;

  • Improving the quality of career and technical education teachers, faculty, administrators, and counselors;

  • Supporting partnerships among secondary schools, post-secondary institutions, baccalaureate degree-granting institutions, area career and technical education schools, local workforce investment boards, business and industry, and intermediaries; and

Nita M. Lowey 21st Century Community Learning Centers

• A competitive grant providing federal funding to establish community learning centers that provide academic, artistic and cultural enrichment opportunities for students and their families. These opportunities must occur during non-school hours or periods when school is not in session to help students attending high-poverty and low-performing schools to meet state and local standards in core academic subjects. Centers must also offer students a broad array of activities that can complement their regular academic programs, to offer literacy and other educational services to their families.

Rural Low Income Schools (Title VI, Part B)

• A Federally funded program designed to address the needs of rural, low-income schools.

• RLIS eligibility occurs if a school district if the following conditions are met:

  • A district is not eligible for SRSA funding

  • 20 percent or more of its school-age population are from families with incomes below the census poverty line, and

  • All of the schools served by the district are designated with a School Locale Code of 6, 7 or 8 as determined by the US Office of Education. Due to these specific criteria, a district’s eligibility may change from year to year.

• Funds may be used for:

  • Teacher recruitment and retention (subject to state law)

  • Professional development

  • Educational technology

  • Parental involvement activities

  • Activities authorized under Safe and Drug-Free Schools and Communities

  • Activities authorized under Title I, Part A

  • Activities authorized under Title III
